According to the National Assembly, Chief Justice Cho Hee-dae submitted an opinion to the Legislation and Judiciary Committee on the 28th, stating, "Allowing the National Assembly to testify on the exercise of the constitutional independent right to recommend cases violates the separation of powers and judicial independence." Chief Justice Cho also mentioned, "It is also inappropriate for the Chief Justice to disclose specific personnel procedures and matters concerning candidates ' personal information regarding ongoing personnel changes." He further explained, "The Constitution of the Republic of Korea grants the Chief Justice the right to recommend appointments, the National Assembly to approve appointments, and the President to appoint them, thereby realizing the principle of separation of powers through mutual checks among constitutional institutions." He also stated, "The Supreme Court testifies regarding the reasons for referral to the full bench, which violates Article 103 of the Constitution, which guarantees judicial independence." In response, Seo Young-kyo, a Democratic Party lawmaker and chair of the Legislation and Judiciary Committee, posted on Facebook, "Chief Justice Cho is obligated to attend under Article 2 of the National Assembly Testimony Appraisal Act and will be held legally responsible," ,,, emphasized, "Refusing to question current affairs violates the separation of powers and is a dominance and unilateral insistence on court independence," adding, "He must come to the National Assembly and give detailed answers to the public." Kim Seung-won, the ruling party secretary of the Legislation and Judiciary Committee, also wrote on Facebook, "The National Assembly is also a constitutional body with the constitutional authority to appoint Supreme Court justices," and added, "Is it a violation of the separation of powers by the National Assembly to verify procedural defects and illegality in exercising its recommendation power ?" "Is this a violation of the separation of powers?" The president also has the authority to appoint Supreme Court justices through written recommendations,  so skipping them causes problems!!!!!!!
